On January 28, 2013, the Mayor and Council of Berlin passed Ordinance 2013-01 establishing a Stormwater Utility Department and authorizing the collection of a Stormwater Utility Fee from every property in the Town. On the same day, Resolution 2013-1 was passed establishing the Stormwater Utility Fee for residential properties and the calculation of the Fee for non-residential properties.

Every single-family residential property and townhouse will be charged a Stormwater Utility Fee of $50.00 per year. This will be billed at $4.16 per month on your utility bill.

Every non-residential property will be billed a Stormwater Utility Fee based on the amount of impervious surface on the property. The fee will be based on the amount of Equivalent Residential Units (ERU) assigned to the property. Each ERU is equal to 2,100 sq. ft. of impervious surface. One (1) ERU is $25.00 per year.

Billing will begin with the July, 2013 billing.

Impervious surface is a surface area which is compacted or covered with materials that is resistant to infiltration by water, including, but not limited to, most conventionally surfaced streets, roofs, sidewalks, patios, driveways, parking lots, swimming pools and any other oiled, graveled, graded, compacted or other surface which impedes the natural infiltration of surface water.

Example of Calculation:
Non-Residential Stormwater Utility Fee based on 10,000 sq. ft. of imperivious surface.

10,000 sq. ft. / 2,100 sq. ft. = 4.76 This is rounded to 5 ERU’s.
5 ERU X $25.00 per ERU = $125.00 per year
Billed at $10.41 per month.
