Born on November 7, 1941, Bireley was raised in Berlin. Bireley was instrumental in placing utilities underground on Main Street and erecting the town’s Victorian-style lamp posts. He previously served for one term as a council member of Berlin and worked for Ocean City as the Director of Finance. Bireley was Berlin’s administrative director for five and a half years and the director of finance before being dismissed from the position (Panetta, 2020). Bireley served in United States Army for eight and a half years.
