Born on October 18, 1872, and died on January 30, 1945. Davis was a contractor who helped rebuild Buckingham Presbyterian Church in 1905 after its destruction in the 1904 Berlin fire, later serving as an usher and on the church committee. A manufacturer of brick and ice, he also was a Director in the Calvin B. Taylor Bank. During his term, Davis passed a one-cent-per-gallon gasoline tax. Later, Davis resigned as Mayor after his election to the Maryland House of Delegates in 1922 and 1927. He was the owner of the Horace Davis House, built after the 1904 Berlin fire.
